About Course


Eminent College of Education will offer training and assessment for individuals intending to work within the Resources and Infrastructure Industries: 

• Required to control traffic with stop/slow bat. 
• This unit is appropriate for those working in operational roles.

Course Description

This course is for people who are intending to work within the construction industry who are new employees within the building/construction sector wishing to gain skills and knowledge and seeking a formal recognition.

Planning and establishing a safe working environment through proper traffic management at work sites using the principles of the Victorian Worksite Safety Traffic Management Code of Practice and the obligations under the Road Management Act 2004.

Safely carry out the duties of a traffic controller at temporary worksites, prepare for traffic control duties, address risks associated with traffic control, control and direct traffic with the stop-slow bat, communicate by radio and shut down aspects of the site related to traffic control.


Training Pathway: After achieving RIIWHS205D Control traffic with stop/slow bat graduates may undertake the Implement RIIWHS302D Implement traffic management plan course.

Employment Pathway: On completing, graduates will be qualified to undertake operational roles within the civil construction, excavation, drilling and mining industries.

This course is designed to meet the requirements for Worksite Traffic Management on Victorian roadways. This course enables the participants to safely perform traffic controller duties, to identify signage as well as implement and monitor traffic control plans. This course covers the Victorian Worksite Safety Traffic Management Code of Practice.

Eminent College of Education suggests that graduates undertake the Implement RIIWHS302D Implement traffic management plan course.

Delivery and Assessment Arrangements

Delivery modes: Delivery consists of both theory and practical components whereby all delivery takes place in the classroom.

All training will take place at:

Unless required at another venue where the Director will inspect training venues prior to conducting training sessions to ensure that the venues are suitable with adequate resources to deliver training in.

Our training centres simulate real workplaces with all training equipment meeting legislative requirements, relevant Australian Standards and the requirements of the unit(s) of competency and/or license requirements. The training plant and equipment reflects industry and best practice requirements.

Unit of Competency

This is a standalone unit – RIIWHS205D Control traffic with stop/slow bat.

Entry Requirements

There are no pre-requisites for this unit.

As a minimum, participants must have adequate English language literacy and numeracy skills to form an accurate written report.

It is important to note that this Traffic Controller course requires a level of physical ability to complete practical assessments. If your health or fitness restricts you from performing physical activities associated with this program, you will not be able to complete this course.

Reasonable Adjustment

There may be times and situations in which a student may require ‘reasonable adjustment’ of the training and assessment methods implemented by the RTO to meet their specific individual needs. These individual student needs may include (but not limited to):

  • Disability
  • Temporary or permanent injury (i.e. back injury, broken leg/arm)
  • Sight or hearing impairments


Reasonable adjustments to the way in which evidence of performance is gathered (e.g. in terms of the information to be provided to the candidate and the type of evidence to be collected from the candidate) can only occur where the adjustments do not alter the expected performance standards for learning and assessment.


The reasonable adjustments to the training and assessment process may include a variety of modifications to the methods of delivery and assessment to assist the student to undertake the course. The adjustments may include actions such as:

  • assistance in the form of the training location to allow easier access
  • accessing relevant equipment or aids to assist the student
  • adjustments to the assessment methods to cater for any special needs (without effecting the integrity of the outcome)

Where a student requests or is identified as requiring reasonable adjustment to the training and assessment process a detailed training and assessment plan including timetables, notes regarding the required adjustments, and any related communications regarding the adjustments must be maintained in the students file.
